Create OpenStack Queens image for upgrade testing

This will give us more room to install other versions of chef later. Plus it
doesn't take that long to install chef anymore.

Debian: update 10.0 -> 10.1

Debian 9 has been moved to the archive so all of the old URLs for the ISO's have
been broken.

This works around an issue with multiple DHCP servers on the same network.

This resolves an issue similar to this report [1] where a host cannot get an IP
address if there are more than one DHCP server on the same network.

Ensure we have curl installed on Debian images

Upgrade to Chef 13.12.14 on CentOS hosts

- Remove chef from ppc64/ppc64le hosts as we don't need it plus this was pulling
  in a really outdated chef.
