Upgrade following templates to pass openstack_taster security and volumes test suite (if volume service is available)

• Ubuntu 16.04 ppc64, ppc64le
• Ubuntu 16.10 ppc64, ppc64le
• Ubuntu 14.04 ppc64, ppc64le
• Ubuntu 14.10 ppc64, ppc64le
• Fedora 24 ppc64, ppc64le

This would involve using the packer/bento pipeline (that should be up by then) and moving template files from the old bento repo to this new repo.
